On October 14, the State Council Information Office held a press conference, where the State Administration for Market Regulation, the Ministry of Industry and Information Technology, the Ministry of Justice, and the Financial Regulatory Authority introduced six major aspects of policy measures to help enterprises:

First, provide precise support for the development of different business entities. Efforts should be made to solve the actual difficulties faced by small and micro business entities in production and operation, and to continue to increase the precision and classification of support for individual industrial and commercial households. It is necessary to promote the joint and coordinated development of platform enterprises and merchants within the platform, and to quickly introduce specific measures to guide platform enterprises to play a positive role in traffic and support the development of small and micro business entities. Effectively help small and medium-sized enterprises with certain advantages to improve their innovation capabilities and professional level, and accelerate the high-quality development of specialized, refined, and innovative small and medium-sized enterprises and "little giant" enterprises.

Second, effectively reduce the burden on enterprises. Increase efforts to reduce institutional transaction costs, vigorously promote the reform of "efficiently accomplishing one thing", and promote the transformation of enterprise affairs from "multiple places, multiple windows, multiple times" to "one place, one window, one time". Focus on key charging entities and key industry fields, organize special inspections and key spot checks on enterprise-related irregular charges, accelerate the progress of refunding irregular charges, and allow enterprises to quickly receive benefits. Continue to work hard to improve the long-term supervision mechanism for enterprise-related charges, promote the revision of regulations to ensure the payment of small and medium-sized enterprise funds, and effectively protect the legal rights and interests of enterprises.

Third, create a fair competitive market environment. In response to local protectionism and market segmentation issues, more rigidly binding institutional measures will be introduced and implemented. Accelerate the revision process of the Anti-Unfair Competition Law to prevent and stop unfair competition. Deeply implement the Fair Competition Review Regulations, promote the clearance of policies and measures that hinder a unified market and fair competition, and further release the potential of China's super large-scale market. Vigorously promote the comprehensive management of market order, focus on rectifying illegal activities such as infringement of intellectual property rights and trade secrets, and the production and sale of counterfeit and substandard goods, to enhance the vitality of enterprise development with a good market order.

Fourth, strengthen the element guarantee for business entities. The Financial Regulatory Authority will focus on promoting financial institutions to increase support for the real economy, accelerate the improvement of the coordination mechanism for small and micro enterprise financing, and help alleviate the financing difficulties of small and micro enterprises. The State Administration for Market Regulation will work with relevant departments to innovatively implement quality financing credit enhancement policies, promote credit enhancement mechanisms based on enterprise technical capabilities and quality qualifications, and improve the availability and convenience of small and micro enterprise financing. The Ministry of Industry and Information Technology will actively provide one-stop services such as talent introduction, financing docking, and digital empowerment for small and medium-sized enterprises, to effectively help enterprises reduce costs, increase efficiency, and improve quality.

Fifth, resolutely protect the legal rights and interests of business entities. Accelerate the introduction of the Private Economy Promotion Law, treat the private economy equally, and protect it equally, to create a good environment for the development of the non-public sector economy. Implement the Regulations on Optimizing the Business Environment well, according to the requirements of both "letting go and being lively" and "managing in place", to study and propose effective measures as soon as possible to address issues such as hindering fair market access and restricting enterprise cross-regional migration, and respond to the concerns of business entities. Deeply promote the evaluation and cleaning of enterprise-related laws, regulations, and policies, and comprehensively clean up all kinds of regulations that discriminate against and treat different ownership, scale, and regional enterprises differently.

Sixth, strictly standardize enterprise-related law enforcement and supervision behavior. The Ministry of Justice will further strengthen the supervision of enterprise-related administrative law enforcement, actively promote strict, standardized, fair, and civilized law enforcement, vigorously rectify prominent issues in administrative law enforcement, strengthen the construction of enterprise-related law enforcement appeal communication mechanisms, and increase the handling of enterprise-related administrative reconsideration cases, to promote administrative organs to perform their duties and administer according to the law. The State Administration for Market Regulation will quickly introduce specific measures to implement service-oriented law enforcement, formulate norms for administrative law enforcement behavior, use more flexible measures such as reminders and warnings, administrative guidance, etc., to integrate services throughout the entire process and various links of supervision and law enforcement, and scientifically guide enterprises to operate legally and in compliance.
